Pelikan Werke factory hand towel. Pelikan made a lot of writing and office supplies including rather a wide verity of inks. It is very clean. This is likely a post war towel, maybe the 78 that is on it is a year? Towels like this became very popular in the 1930's when Germany was rebuilding and a strong emphasis was placed on clean high quality facilities for workers. They sort of started to become a thing again after the war, once the factories that made this sort of stuff were rebuilt. It would not look out of place within a period office set up.
