Yellow Dress with Cute Accents AS-IS

Vintage 1930s / 1940s pale yellow dress with cute accents. AS-IS.

MEASUREMENTS (approximate): 
Bust - 40"
Waist - 26"
Hips - 40"
Length - 46 1/2"

Dress has hidden buttons up the back. Finchley label. Unfortunately, this dress has a lot of wear and staining. I have not tried to launder it as I am not sure the material. There are brown stains throughout - it looks like staining from improper storage. There are a few small holes (mostly on the skirt). The worst staining is on the shoulders (probably from sitting on a wire hanger for too many years). The bottom hem also has quite a bit of staining. Belt loops but no belt. I am hoping someone more talented than me can save this dress; it is such a beautiful piece. Sometimes the color in the photos doesn't reflect the true color - the best way I can describe the color is "post-it note yellow".
